Update: CHNV Parole Program Termination Temporarily Suspended
On April 17, 2025, a federal judge in Texas issued a temporary injunction blocking the U.S. Department of Homeland Security (DHS) from terminating the parole programs for nationals of Cuba, Haiti, Nicaragua, and Venezuela (CHNV). As a result, the previously announced end date of April 24, 2025, is no longer in effect—at least for now.
USCIS has acknowledged the court’s order and confirmed that the CHNV parole processes remain in place while litigation continues. Read the USCIS announcement here.
What This Means for Employers
Employers who had begun preparing to reverify or terminate employees with CHNV-based work authorization should pause any planned actions related to the now-suspended termination. The documentation and work authorization tied to CHNV parole currently remain valid, subject to future court decisions or DHS updates.
Next Steps
- Do not initiate reverification or termination based solely on the previously announced April 24 end date.
- Continue monitoring official updates from USCIS or your legal counsel for any changes stemming from ongoing litigation.
- Maintain consistent internal policies to avoid discriminatory practices and document abuse during periods of legal uncertainty.
We will provide further updates as more information becomes available.
