Thomas Ragland joined Maggio & Kattar in October 2006 as a Senior Attorney. He is an experienced immigration litigator, having successfully represented individuals in all aspects of immigration law before the immigration courts and the Board of Immigration Appeals, as well as in the federal district and circuit courts of appeals. He specializes in the immigration consequences of criminal convictions, waivers of inadmissibility, asylum, adjustment of status and naturalization, detention and bond issues, deportation defense, and defense against terrorism- and security-related bars to admission.

Thomas earned his juris doctor degree, cum laude, from Boston College Law School in 1994. Prior to entering law school, he spent a year in Thailand working with Burmese refugees. Upon graduation, Thomas was selected through the Attorney General’s Honor Program to serve as the Judicial Law Clerk in the U.S. Immigration Court in Boston, Massachusetts. Thomas has more than 10 years of immigration litigation experience while working in government, having served as an Attorney Advisor and Senior Attorney Manager at the Board of Immigration Appeals and later as an Appellate Attorney at the Office of Immigration Litigation (“OIL”) in the Civil Division of the Department of Justice. While at OIL, he litigated numerous cases in the U.S. circuit courts of appeals. Thomas entered private practice in 2004. He is a member of the District of Columbia and Maryland bars.

Thomas’s publications include “Presumed Incredible: A View from the Dissent,” 75 Interpreter Releases 1541 (Nov. 9, 1998), and “Burma’s Rohingyas in Crisis: Protection of ‘Humanitarian’ Refugees under International Law,” 14 B.C. Third World L.J. 301 (Summer 1994). He is proficient in Burmese.
